 An 'IMSI catcher,' also known as a 'Stingray,' is a powerful device designed to locate and track mobile phones connected to a network in its vicinity. Its primary method involves capturing the unique International Mobile Subscriber Identity (IMSI) number associated with your SIM card. Law enforcement agencies have been known to utilize IMSI catchers to identify individuals present at protests by collecting the IMSI numbers of phones in the vicinity.


To safeguard against IMSI catchers, one simple measure is to put your phone in airplane mode or switch it off entirely. By doing so, you can prevent these devices from tracking your movements and intercepting your communications. While these steps offer some protection, it is important to note that there are no foolproof solutions available.


An IMSI catcher operates by masquerading as a legitimate mobile phone tower, tricking nearby devices into connecting to it. This allows the catcher to intercept data transmitted between the phone and the actual cell tower, all without the user's knowledge. The primary information easily accessible in this scenario is the user's location, as cell towers inherently require such information for providing service. By positioning itself between the user and the cell tower, the IMSI catcher can approximate the user's location.


It is essential to understand that IMSI catchers do not have the ability to access the data stored on a phone. Their purpose is primarily to intercept text messages and phone calls. In some cases, depending on the capabilities of the IMSI catcher and the network the phone is connected to, more sophisticated attacks may occur, although these instances are relatively rare. Certain Stingray devices exploit known vulnerabilities in communication protocols, forcing phones to downgrade their security measures by utilizing older protocols (e.g., downgrading from 3G to 2G). It's worth noting that content interception and real-time decryption are typically only feasible when the target is connected over the 2G network.


Regarding encrypted messages exchanged through platforms utilizing end-to-end encryption (such as Signal, WhatsApp, or Wire), it is important to understand that IMSI catchers cannot access the contents of these messages. The encryption employed by these platforms ensures that the messages remain secure and unreadable by any intermediary, including IMSI catchers.


While IMSI catchers pose a legitimate concern for personal privacy and security, being mindful of the steps outlined above can significantly mitigate the risks associated with these devices.
